Family of 14th Person to Die in ICE Detention This Year Demands Answers: 'I Deserve to Know What Happened to My Dad'

The family of a Mexican man who died in Immigration and Customs Enforcement custody in California last week are demanding answers.

Jose Guadalupe Ramos-Solano was found unresponsive on his bunk at the Adelanto ICE Processing Center on Wednesday, March 25, and taken to a hospital, where he was pronounced dead, ICE said in a statement. His cause of death has not been determined.

In the first three months of this year, 14 immigrants have died in ICE custody.

Ramos-Solano had been in ICE detention since Feb. 23, when ICE says he was arrested during a targeted operation in Torrance, Calif. He was transferred to the detention center in Adelanto, about 100 miles northeast of Los Angeles, and underwent an intake screening on Feb. 24.

The agency said that while in custody, he received constant medical care, including daily medication to treat diabetes, hyperlipidemia and hypertension, which ICE said he had been diagnosed with upon intake.

ICE said it was "committed to ensuring that all those in custody reside in safe, secure, and humane environments."

At a news conference Monday, Ramos-Solano's adult children, Gloria and José Ramos, described him as a good man and father and said he was not a criminal.

"What happened to my dad was very inhumane," Gloria said at the news conference, adding, "I deserve to know the truth of what happened to my dad."

"I want justice for my dad, and I want justice for all the families out there who are suffering and who have gone through our same situation," she said.

José said his father was a hard worker. Ramos-Solano's wife, Antonia Tovar, cried as she described the impact of his death.

According to ICE, Redondo Beach police arrested Ramos-Solano on May 6, 2025, for possession of a controlled substance and theft of personal property. The agency said he was convicted in August.

The case has drawn the attention of the Mexican Consulate in Los Angeles. Ramos-Solano's family were joined by the Consuls General in Los Angeles and San Bernardino during Monday's news conference.

Vanessa Calva Ruis, Mexico's director general for consular protection and strategic planning, said at the news conference that Ramos-Solano's death was "not an isolated case, but rather a reflection of an alarming and unacceptable trend." She said four Mexican nationals have died from apparent medical complications in ICE custody this year, highlighting what she described as "a pattern of persistent structural deficiencies."

"The recurrence and frequency of these deaths are absolutely unacceptable," she said.

Last year, at least 32 people died in ICE custody.
